Part I – Profile / Description of the Barangay

A. Historical Background

Sa tuig 1920, ang Polao usa pa ka baga nga kakahuyan. Ang sentro Polao usa ka anot gamay da ang dagkong kahoy ug dinhi ang lumad nga sabuan-on nanimuyo. Pag-abot sa mga sakada gikan sa Visayas, mga Cebuano, Sequihod-non ug Boholanon. Pagtikad ug kaingin sa maong dapit, ilang gihimo ang maong lugar nga Polawan kay ang maong dapit abierto kaayo sa init sa adlaw.

Sa nanglabay nga panahon gihinganlan ug Polao sa mga sekada. Ang Polao nahimong Sitio sa Kauswagan. Niining panahona usa usab ka sentro sa negosyo sa pagkompra ug mais, abaka, humay, lanot ug pisi ang Polao. Ang unang intsik nga komprador mao sila si Mr. Poya Chu ug Senyor Pilong Pereyra.

Pagkahuman sa ikaduhang gubat, ang Mayor mao si Epifanio Flores. Gibulag na sa Kauswagan ang Polao ug nahimo nang usa ka baryo. Ang unang barrio lieutenant mao si Anatalio Rupinta. Niining panahona ang Polao usa ka sentro sa negosyo ug nabanatug kaayo sa kabibo sa tibook lalawigan sa Misamis Occidental.

Dangtan ug pila ka-tuig, nawala ang kabibo sa Polao kay gipugos man sa kagamhanang local sa pagdili sa pagbaligya sa sentro sa Polao ug ilang giganoy sa Sentro sa Tangub. Bisan wala na ang kabibo, ang Polao usa ka agi-anan sa mga depasahero ug dekarga gikan sa Misamis Occidental ug Zamboanga del Sur. Kadaghanan sa mga sakyanan mao ang motor single, motor sidecar, mga trak de pasahero nga gikan sa nagka-lain-laing kabaryuhan anhi moagi sa Polao paingon sa sentro sa Tangub.

Sa nahimo nang syudad ang Tangub (1968) ubos sa administrasyon ni kanhi Mayor Alfonso D. Tan iyang giduha ang Polao nga ginganlan ug Barangay VI ug VII. Ang unang Kapitan sa Barangay VI mao si Tomas Cabriana ug sa VII si Benito Balubog. Ang mga residente nagpabilin gihapon sa pagtawag ug Polao sa duha sa barangay. Sa 1947, ubos kini sa pamunuan ni Teniente del Barrio Anatolio Rupinta. Ug sa 1955 mao si Teniente del Barrio Cristomas Cabriana ug Benito Balubog. Sa mil nueve sintos otsinta’y nueve hangtud nueveta’y dos (1989-1992) mao si Barangay Kapitan Maximinno Abellana. Duol sa lima ka-milyon ka-pesos sa nagkalain-laing proyekto ang nakuha ni Kapt. Mximino Abellan. Sa dihang ni-resayn si Kapitan Maxemino Abellan ug gipulihan siya sa iyang permiro nga konsehal, si Mercelo Bacus ug sulod sa duha ka-tuig nga pamonuan wala siyay nahimo tungod kay dili sila magkasinabtanay sa iyang mga opisyalis. Sa pag-abot sa tuig mil nueve sintos novinta’y kuatro sa eleksyon na usab sa mga Barangay Kapetanes napili pag-usab sa pagka-Kapitan sa Barangay VII, si Maximano Abellana. Pag-abot sa eleksyon niadto Hulyo, dos mil dos napili pagka-Kapitan si Michael Tagbucaula.
 

B. Physiographic Profile

1. Location, Area and Access

Polao was divided into 2 barangays, Barangay VI and VII containing an area of approximately 76.6451 hetares under Presidential Decree No. 86, the north side was bounded by Barangay Manga and the South side was bounded by Baraangay Sta. Cruz, the East side was bounded by Barangay VI and the West side bounded by the Barangay Kauswagan. Barangay VII has an area of more or less 35.8054 hetares. Barangay Manga and Kauswagan encroached our barangay for about 7 to 8 hectares both of this barangay the dispute was already submitted to the Sanggunian Panlungsud and until now the Sangguniang Panlungsud faild to solve this dispute.

The distance from Barangay VII to the city proper is 1.20 kilometers, which will take you 20 minutes walking distance and about 4-5 minutes when riding a motorcycle.

2. Climate & Rainfall

The rainfall usually occurs on May to the middle of December. From the middle of December to the month of April is summer.

3. Physical Topography

The terrain of the land is plain. The source of drinking water is taken from water works spring development under level 2 and 3. Some of the areas covered were agricultural land and coco land of Barangay VII and was classified as residential areas and agricultural area.

The tabulated result reveald that there were more males, which is 53% of the total population and 47%, is the females. The result of the survey indicated that there are 95 total numbers of households, contained in 3 purok. The puroks are: Purok 1-Sampaguita, Purok 2-Jasmin, and Purok 3-Gumamela.

            As per census on 2001 of Barangay VII-polac, it shows that ages 0-5 had the greatest number of population, which is 65. Followed by ages 6-10 which reached up to 61. The third one is ages 11-15 which is 57. Than followed by ages 16-20 which is 55. Then followed by ages 21-25 which is 45. Then sixth is ages are ages 26-30 which is 42. Then seventh ranked is an age 36-40, which is 40. Then ages 31-35, which is 36. Next, are ages 61 above who had a population of 35. Then ages 41-45, which reached up to 29. The eleventh ranked is ages 51-55 which has a population of 16. Next, is an age 46-50 which has a number of 15. The last is ages between 56-60, which reached up to 14 only.

            The diagram showed that the single had a greater number of populations, which is 163 and was followed by married that has a number of 140. Next, is window which reached up to 13 and the live-in partner is 4 and the separated has a total of 5 only.

4. Dialect Spoken at Home

            Upon survey os the barangay secretary, the result reveald that 100% of the people of Barangay VII speak Cebuano or Visayas dialect. Although they could also speak and understand simple English.

5. Religion

            As per census of C.Y. 2002, 97% of the people lived in our barangay are Roman Catholic, 2% is Church of God and only 1 household is Assembly.

 

Part II – Situational Analysis

Survival Needs

A. Food and Nutrition

As per BHW report is concerned 94% of mother used breasrfeed in lactating their child. Only 1 mother delivered a child who has a weight of 2.5kgs.There are 3 numbers of severely and moderately underweight children due some cause. There are only 6 infants exclusively breastfeed for atleast 4 months.

B. Health

One hudred percent of the children were given full immunization from 0-1 year old. One hundred percent (100%) of pregnant women were given doses of Tetanus toxoid. Only 2 children below 5 year old who suffer of more than one diarrhea episode. No number of deaths due to preventable causes. Among 95 households, only 32 couples with access to family planning, and therewere only 23% of the couple practicing family planning. Only 5 solo parents availing health services.

C. Water and Sanitation

            On 2002 cencus, it reveald that 97% of the people’s source of drinking water works, they have their own faucet underlevel 2 and 3. Three percent had no faucet and they got water from their neighbor. Speaking of toilets only 5% used antipolo type and the rest uses flushed type and water seald comfort room. 95% of garbage was burned and about drainage 20% used blind drainage and 80% used open drainage.

D. Clothing

            As per cesus results, the people of Barangay VII had sufficient clothes both iteernal and external.

Security Needs

E. Shelter

            As per record is concerened, the people lived in our barangay had their own shelter approximately lasts for 5 years. 95% had their own shelter and 5% of them rented their shelter for living.

F. Peace and Order and Public Safety

            The peace and order of Barangay VII is normal and under control. Although there are victims of stealing of chiken, coconut, banana and etc sometimes but not rampat. Aside from this, no number of family members victimized by armed conflict and rape but sometimes there are victims of slight phsical injury but it was amicable seetled.

G. Income and Employment

            Generally, the income of the family came from the head of the family, who employed in public and private, others whose ages 16 years and above are also emplyed as saleslady, house helper and etc., 70% of the head of the family were employed in public and private and 30% of tem depends on their own income such as; farmer, laborer and quarry.

Enabling Needs

H. Basic Education and Literacy

            Upon result of the survey of thr Barangay Secretary, there were 15 children ages 3-5 yrs. old attending day cara and 63 male and female children attending elementary grade. 43 no. of youth attending high school. Age 10 yrs. old and above were able to read. Write and understand simple English and do simple calculation.

I. People’s Participation

            Some members of the community were not engage and envlved in barangay avtivities, which reach up to 155 and 85%, were willing to participate community development affairs such as: Assembly meeting, association programs and Purok activities. Members of the community who were able to read and vote during election is 60%.

J. Family Care and Physiological Needs

            The youth ages 18 yrs. old and below were not engage in hazardous occupation. There is no incidece of domestic violence and there was no member of the family ages 7 yrs. old left unattended by his or her parents.
